Thanks to those who participated in our April 10th Landscapes3 public meeting at the New Garden Township Building. More than 60 attendees provided feedback at the various stations, heard about the current status of the draft plan, and asked a range of questions. Hopefully attendees found the meeting’s information as valuable as we found their input!
The Planning Commission welcomed a new employee in March: Transportation Planner Brian J. Donovan.
Brian began working for the agency on March 26. As a transportation planner in the Transportation Services Division, Brian will coordinate with local transportation management agencies and participate in the planning for our public transportation routes, regional rail stations, and major roadway corridors.
As we continue to advance the development of Landscapes3, Chester County’s next long-range comprehensive plan, we encourage municipal officials and residents to attend our upcoming Landscapes3 public meeting to comment on the plan’s draft map, goals, and objectives. Please join us for the third public meeting this spring, which will take place May 1 at Penn State Great Valley, located at 30 E. Swedesford Road Malvern, Pa., 19355.
Chester County was the only suburban county to outpace the City of Philadelphia in population growth rate, according to the most recent Census estimates. The county’s population was estimated to have increased by 3.9 percent between 2010 and 2017 in comparison to 3.4 percent in Philadelphia. The number of new residents for the county in 2017 was 2,804 in comparison to a more modest increase of 1,263 new residents in 2016. The county’s growth was nearly evenly split between natural increase (births versus deaths) and migration into Chester County. The county’s current estimated population is about 519,000.
Over the past decade, residential development in Chester County has been gravitating toward multifamily and attached units versus single-family detached homes – a trend that continued last year. To put that in perspective, there were over 2,400 multifamily and attached units proposed in 2017 versus about 700 single-family detached homes.

Over 75 township supervisors from across Chester County attended a recent conference to learn more about various topics, including autonomous vehicles, economic development strategies, the nationwide opioid crisis, affordable housing, and pipelines.
The Chester County Planning Commission partnered with the Chester County Association of Township Officials (CCATO) to make the organization’s spring 2018 conference a success. Planning Commission staff participated in four of the five breakout sessions and staffed a booth to promote the agency and the progress being made on Landscapes3, the county’s next-long range plan.
What began as a plan to demolish a historic inn turned into a preservation story that was a win for the community!
A number of stakeholders including Summit Realty Advisors, the developer, and Tredyffrin Township worked on a compromise plan after more than 4,000 residents signed a petition calling for the preservation of the inn.
Many thanks to those who were able to join us at the first public meeting of 2018 for Landscapes3! We appreciate the level of interest in Chester County’s next comprehensive plan. Meeting attendees asked great questions and explored eight stations focused on different aspects of the plan. These ideas will be considered as the plan is developed.
Six of the stations focused on the plan’s goal areas – Preserve, Protect, Appreciate, Live, Prosper, and Connect. The goal areas reflect the core themes brought forth during the development of Landscapes3. Planning Commission staff was available at each station to address comments or questions. An additional station provided the draft map for review and comment, in both hard copy format and the interactive format. The last station provided attendees the opportunity to consider what amenities they wanted the plan to support (such as active recreation parks or pedestrian amenities), and where in the landscapes those amenities belong.
